Do we need new regulations to protect donors, medical centers, and repositories from unethical practices? If so, should the objectives be for new regulations? If not, what self-regulating processes should be supported? How best to ensure that the new market in commercial research tissue does not lead to a disregard for persons?

Suggestions:

  • A definitive regulation, applicable nationally, on Who Owns Excised Surgical Tissue.

  • What penalties should there be for repositories or medical centers that violate donor rights in tissue collection and distribution to researchers?

  • Should there be attention to benefit sharing ideas between tissue donors, the community, medical centers, and repositories?
