Are there regulations for research repositories?

The Privacy Rule is the only federal regulation applicable to non-HHS-supported tissue collection practices and therefore to non-HHS-supported tissue repositories.

There are several guidance documents for federally funded research repositories (e.g., at the NIH, NHLBI, NIAID, and NIGMS). See Federal Commissions.
