Louise Olsen is a Research Analyst, within the Cutler Institute’s Disability and Aging program area.  Louise has extensive experience in policy research and implementation, with specific expertise in the assessment process, functional eligibility, service plan development and service authorization.  Louise works closely with Maine’s Office of Aging and Disability Services, providing comprehensive and specialized business systems analysis and program support for Maine’s assessment and data systems for long term services and supports. She provides technical assistance to support the interface between Maine’s assessment and authorization system and its Medicaid claims system, participates in enhancement design to accommodate policy changes, and conducts testing and trouble-shooting prior to new releases. Louise also provides training on system enhancements and policy changes and analyzes authorization and eligibility data in support of ongoing operations and policy development.

Louise has extensive knowledge in the design and use of quality measures for home and community based service programs. She also has significant experience in state and federal aging and disability policy and the long term services and supports delivery system, including federal initiatives (e.g., the Money Follows the Person demonstration and the Aging and Disability Resource Centers, or ADRCs). She has participated in a number of evaluations relating to the ADRCs, options counseling and community living programs in Maine. 

Louise has a B.A. from the University of Southern Maine.
