Stuart Bratesman is a Health Policy Analyst within the Disability and Aging program area.  Stuart has extensive knowledge of long term care and disability-related services and supports, the characteristics of long term care service users, and state and federal aging and disability policy.  He has applied this expertise to the analysis of Minimum Data Set assessment data and claims data for Medicaid and Medicare medical, behavioral, and long term care services.  Stuart is skilled at analyzing and designing complex relational databases, statistical analysis, and explaining and communicating complex data and relationships through easily understood charts, graphs and data maps.  In addition to interpreting claims and assessment data, Stuart has many years of experience analyzing Census Bureau data from the U.S. Census, American Community Survey, and Public Use Microdata Sample, as well as population forecasting data from proprietary sources.   He is proficient in Microsoft Office; Microsoft Access; Microsoft SQL Server; VisualBASIC, SAS; ArcGIS (geographical information systems) and iMMRS (integrated medical management research system).

Currently, Stuart is working with the Maine Adult Protective Services Information System (MAPSIS) database to analyze the characteristics and relationships of at-risk elders and adults with disabilities and perpetrators of abuse.   He is updating and expanding the Maine Long Term Care Forecasting Model for county-level projections of a variety of long term care services and supports and also analyzes the State’s hospital quality indicators data on behalf of the Maine Quality Forum.  He co-author’s the State’s Health-care Associated Infection Annual Report.

Stuart has a B.A. from Dartmouth College and an M.P.P. from Duke University.
