Partnership with VA
The University of Southern Maine (USM) is a proud participant in the Yellow Ribbon Program (YRP). Institutions of Higher Learning who are approved by the the U.S. Department of Veterans Affairs (VA) have the option to participate in this program, which is essentially a partnership, in which both USM and the VA agree to match contributing educational funds to assist eligible Chapter 33, Post 9/11 GI Bill recipients.
Am I Eligible?
YRP recipients are those who are entitled at the 100-percent level for Chapter 33 based on their qualifying service time, but who need to bridge the financial gap between what the VA would generally pay without the additional YRP funds and the actual costs of their tuition and mandatory fees. Generally, that means students being charged out-of-state USM tuition.
If you are determined to be an in-state Maine resident for tuition purposes, as outlined in USM’s residency guidelines, and you are entitled at the 100-percent level for Chapter 33, you are not eligible to participate in the Yellow Ribbon Program here at USM, as the VA already pays 100 percent of your in-state tuition and mandatory fees. If you are entitled at a percentage level under 100, you are also not eligible to participate.
