Profile

Julie Dumont Rabinowitz rejoined the CMS department in 2019 after having taught at USM from 2004 to 2012, when she accepted an appointed position in Maine state government.

Ms. Rabinowitz holds a Master’s Degree in Communication Studies with a concentration in Rhetoric from the University of North Carolina at Chapel Hill and undergraduate degrees in Communication Arts (concentrating in Radio/TV/Film) and History from Marist College in Poughkeepsie, New York. She has taught communication courses at several colleges in North Carolina and Maine including North Carolina State University, Bates, and Colby, and has coached intercollegiate debate in New York, North Carolina, and Maine.

Ms. Rabinowitz served as the press secretary and as the senior policy advisor for defense, veterans and emergency management for Maine Governor Paul R. LePage. Her service to the State of Maine includes more than five years at the Department of Labor, where, at the time of her promotion to the Governor’s Office, she held the title director of policy, operations, and communication.

In addition to her academic credentials and work with the state, Ms. Rabinowitz has served as executive staff, board member, and a consultant for numerous cultural, educational, and youth-oriented organizations in Maine and beyond, handling both internal and external communication, content development, and financial management, as well as developing and implementing strategic plans. She has also worked in two presidential libraries and has owned her own editorial and consulting firm for more than twenty years.
