Parking Garage Location

The University of Southern Maine (USM) parking garage entrance is located on Surrenden Street (off of Bedford Street). The garage is attached to the Abromson Community Education Center and there are 1,155 parking spaces — 920 of which are covered.

Parking Garage Information

If you do not have a valid current parking permit, then you must take a ticket to enter the Garage.

The first 29 minutes are free. If we say Exit Gates are open that means you do not need to pay to exit the Garage.

When Entering and Exiting, proceed slowing as you do not know what you may come into.  

Pedestrians are not permitted to enter or exit through the vehicle entry and exit gates of the Portland Parking Garage.

There is signage throughout the Parking Garage from entering, driving in the garage, and exiting. You will see them hanging down from the top of the floors, painted on floor, or a physical sign. It is your responsibility to follow the signage information. If any accidents or injuries cause by not following the signage information is not the responsibility of University of Southern Maine.

The display of a USM parking permit does not guarantee a place to park during peak traffic periods.

During peak traffic periods, there may be a line in exiting the Garage. Be patience, from Level 4 of the Garage to getting to Forest Avenue, takes around 10 minutes. Yes, we timed it. Also, Parking Services or Public Safety has no control over traffic due to traffic lights around the Portland Campus.  

*** As always, when in doubt, take a ticket to enter the Garage, please do not back out, park in a parking spot then come and talk with us. Backing out or not parking in a parking spot may possibly cause an accident and we do not want anyone hurt! ***

Parking Rates

If you have not been to USM in a while, you will see some changes, in 2019 a new ticketing system was installed in our parking garage on the Portland USM campus, located behind the Abromson Community Education Center on Surrenden Street (off Bedford Street).

For current students, employees, and OLLI students, garage entry and exit requires a parking permit (hang tag) which will open the gates automatically (similar to the E-Z Pass electronic toll system).

For members of the public, the following changes have been made to help address garage capacity and maintenance budget issues while adhering to the University’s commitment to a student-first focus:

  • A fee of $2 per hour (up to a maximum of $20 per day) will accrue during the hours of 7:00 a.m. to 5:00 p.m., Monday through Friday. This is a competitive parking rate within the City of Portland.
  • Pay your parking fees at Pay-On-Foot Stations located by the doors to the Parking Garage on the first and second floors of Abromson and the ground floor of the Parking Garage near the vehicle exit. Payment can also be made at the Parking Office in the Parking Garage lobby on Level One.
  • There is no charge for parking between 5:00 p.m. and 11:00 p.m., Monday through Friday. There is a charge for overnight parking, except during snow bans.
  • During snow bans, there is no charge to the public for vehicles entering after 5:00 p.m. and exiting before 8:00 a.m. the following morning. If vehicles are not removed by 8:00 a.m., charges will begin accruing.

Parking Garage: Frequently Asked Questions

Yes, on the Portland Campus at the entrance of the Parking Garage on the outside wall. The entrance is off Surrenden Street from Bedford Street. 

This station can be used by our students, employees, and visitors to University of Southern Maine campus.

The charger is a Level 2, with a 25 foot long cord, 40A charging, and a universal charge connector that works with most electric vehicles.

You do not need a Plug Share account for using it, but you do need to follow University of Southern Maine’s rules:

  • There is a 2 hour charging limit at a time. You cannot be plugged in all day! Even on weekends.
  • You must unplug after the 2 hours to allow the next person to use the charging station.
  • Please plug in the next person in line, who has their port open, after you have unplugged.
  • After the next person in line has their 2 hours and if no one is next, you can plug in again for another 2 hours. Again, be aware of your charging time limits.
  • If you have a newer vehicle that locks the charger into the port and no one can unplug you then you must be aware of your charging times at all times.

Please note: You do not have permission to use the Charging Station inside the Garage. This Charging Station and the parking spot in front of it is reserved for a Special Permit Holder. When not in use, please see Parking Services Office for permission.   

Parking Services will make every effort to work with you, so when in doubt, please come see us!

  • Public: The parking rate is $2 per hour, with a maximum of $20 per day. This is a competitive parking rate within the city of Portland.
  • Current students: No change with a valid current parking permit. 
  • Employees: No change with a valid current parking permit.  
  • OLLI students: Purchase a parking permit (hang tag) each semester or pay the public parking rates.
  • Prospective students and their families: No cost for parking. The office or department you are visiting will give you a validation or a redeemable coupon to use to waive your parking fee.
  • Volunteers: No cost for parking. he office or department you are visiting will give you a validation or a redeemable coupon to use to waive your parking fee.

You will take a ticket upon entry to the Garage. Before your vehicle can exit the Garage, you must submit payment.

Credit cards (Discover, MasterCard, and Visa) are accepted at Pay-On-Foot Stations located by the doors to the Parking Garage on the first and second floors of Abromson and the ground floor of the Parking Garage by the vehicle exit.

Cash in bill format, check, or credit cards (Discover, MasterCard, and Visa) are accepted at the Parking Office in the parking garage lobby on level one.

  • The Garage is open from 7:00 a.m. to 11:00 p.m., Monday through Friday.
    • There is no charge for parking between 5:00 p.m. and 11:00 p.m., Monday through Friday.
    • There is a charge for overnight parking, except during snow bans.
  • During snow bans, there is no charge to the public for vehicles entering after 5:00 p.m. and exiting before 8:00 a.m. the next morning. If vehicles are not removed by 8:00 a.m., charges will begin accruing.
  • Please note: The parking garage is closed on weekends, federal holidays, and during school closures, delays, and cancellations.
  • University students and employees can park overnight (short-term) on the ground level of the Parking Garage and must also display a valid USM parking permit.
  • The parking garage closes at 11:00 p.m., Monday through Friday.
    • There is a charge for overnight parking, except during snow bans, if you do not have a valid parking permit.
  • The parking garage is closed on weekends, federal holidays, and during school closures, delays, and cancellations.
  • After-hours requests to open the parking garage for permitted USM students and employees, and members of the public, will incur a $25.00 fee.

University students, faculty, and staff can park overnight (short-term) on the ground level of the parking garage and must also display a valid USM parking permit.

Park on Ground Level of the Parking Garage, away from any openings to the outside, with a valid parking permit on display, with the exception of a Snow Ban. If those areas are full, you may go up to the next level, again away from any openings.

Please note: The parking garage is closed on the weekends, and your vehicle will be locked in. After-hours requests to open the parking garage will incur a $25.00 fee.

You may stop by the Parking Services Office in Portland to receive a print out QR code for Garage parking. For Gorham parking, you must have your parking pemit. 

Reminder: Failure to display a vaild parking permit will result in a parking citation of $25. 

For select events, staff will be available at the exit gates to help speed up the exiting process.

Please note: Delays exiting the garage are often due to the traffic lights at the corner of Bedford Street and Forest Avenue. Parking Services or Public Safety have no control over these lights. 

Yes. Reduced parking rates and weekend hours require department- or Cabinet-level approval. Negotiations must be arranged through the parking supervisor in advance for daytime or weekend events. Contact us for more information or to arrange special rates or hours.

During snow bans, there is no charge to the public for vehicles entering after 5:00 p.m. and exiting before 8:00 a.m. the following morning. If vehicles are not removed by 8:00 a.m., parking fees will begin accruing.

Do not park near any openings as this prevents the removal of snow and any storm debris that may be needed. 

Park on Ground Level of the Parking Garage, away from any openings to the outside, with a valid parking permit on display, with the exception of a Snow Ban. If those areas are full, you may go up to the next level, again away from any openings.

Please note:

The parking garage is closed on weekends.

If the University closes due to weather conditions, the garage will also close; usually one hour after the University closes. All vehicles intending to park for the length of the ban must be in the garage when it closes, if the University is closed the following day the garage will also be closed. The Garage will reopen when the University reopens.
