Parking Garage Location 

The University of Southern Maine (USM) Parking Garage is located at 88 Bedford Street, attached to the Abromson Community Education Center, in the back facing I-295 side. The entrance and exit is found on the side street of Surrenden St., closest to the Skywalk, off of Bedford St. side. In the garage there are 1,155 parking spaces - 920 of which are covered. 

*** As always, when in doubt, take a ticket (touch the screen in the blue highlighted box) to enter the Garage or use the Call Help button located on the ticket machine (Do not back up!), park in a parking spot then come and talk with us. Backing out or not parking in a parking spot may possibly cause an accident and we do not want anyone hurt! *** 

Reminder: The Parking Garage is closed on weekends, federal holidays, and when USM is closed. 

PARKING GARAGE UPDATES

⇒ If you have not been to USM Parking Garage in a while, you will see some changes, including a new ticketing system that was installed in 2019 for the parking garage. You must either take a ticket (touch the screen in the blue highlighted box) or have a valid and current parking permit (hang tag) to enter the Garage. See below for updated information. 

⇒ Information as of 4/2/2021 - Beware with the ongoing construction of the Portland Campus Development Project, parking on the Portland Campus for anyone will be limited. Do make the necessary time adjustments in locating a parking spot as not to be late for your class or appointment. More information can be found on their webpage as the construction developments.

  • All traffic will now enter and exit on Surrenden Street, off Bedford Street, (previously just the Garage Entrance).
  • The Entry and Exit Gates are now located on Level 1, inside the Garage
  • The previous two exits on the Ground floor level, opening toward Wishcamper, no longer exist

 

Quick Parking Garage Information 

  • If you do not have a current and valid parking permit, then you must take a ticket (touch the screen in the blue highlighted box) to enter the Garage.
  • The first 29 minutes are free. If we say Exit Gates are open that means you do not need to pay to exit the Garage. A sign will be located to the next to or on ticket machine on a display informing you. 
  • When Entering and Exiting, proceed slowing per the new Reconfiguation of the Entry/Exit Gates.  
  • Pedestrians are not permitted to enter or exit through the vehicle entry and exit gates of the Portland Parking Garage.
    • Must use the Pedestrians way and crosswalks on Level 1. Do be careful of vehicle traffic throughout the Garage! 
  • There is signage throughout the Parking Garage from entering, driving in the garage, and exiting. You will see them hanging down from the top of the floors, painted on floor, or a physical sign. It is your responsibility to follow the signage information. If any accidents or injuries cause by not following the signage information is not the responsibility of University of Southern Maine.
  • The display of a USM parking permit does not guarantee a place to park during peak traffic periods.
    • Parking in any Portland surface lots with any valid and current parking permit, until further notice, is effect.  
  • During peak traffic periods, there may be a line in entering and exiting the Garage.
    • Be patience, please. 
    • Due Note, Parking Services nor Public Safety has no control over traffic around the Portland Campus due to City of Portland traffic lights on Forest Avenue or the roundabout on Brighton Avenue.  
  • There will be one lane entering Surrenden Street to park in the garage, or to utilize the EV charging station, located outside of the garage.
  • Enter the garage on the right hand side.
  • Upon entering the garage in a single lane, all cars will be directed to turn right which will open to two lanes, where the garage entry gates have been relocated.  As with the current procedure, you will either need a current permit or to touch the screen for a ticket, to enter.  Following the “wayfinding” signs will direct you to parking on the 1st level, the upper and ground floor levels, or to the new exit gates.

  • The two reconfigured exit gates, now located approximately 50 ft. from the previous Surrenden St. entry, will merge into one lane, as you are exiting the garage on Surrenden Street.  
  • There will be two exit lanes on Surrenden St., enabling vehicles to either turn right on Bedford towards Forest Ave., or left on Bedford towards Deering Avenue.
  • New “wayfinding” signs will direct you through the new traffic flow patterns.

PARKING GARAGE INFORMATION

Did you know?

During the weekend, when the Parking Garage is closed, you may park in the following surface lots during the day. Remember, no overnight parking in any Portland sufaces lots. 

  • P1 (Next to Luther Bonney)
  • P3 (Behind Parking Garage) [Closing Mid-Spring 2022 for new Garage.]
  • P6 (Next to the Law School)
  • P9 (In front of Sullivan Gym)
  • P10 (Next to Payson Smith)
  • P13 (Behind Wishcamper and next to Glickman Library) [Closing Mid-Spring 2022 for new Garage.] 

Make sure you still follow Parking Rules & Regulations, or else you may get a citation or towed! 

For the public: A fee of $3 per hour (up to a maximum of $20 per day) will accrue during the hours of 7:00 a.m. to 11:00 p.m., Monday through Friday. This is a competitive parking rate within the City of Portland.

Prospective students and their families and volunteers: No cost for parking. The office or department you are visiting will give you a validation or a redeemable coupon to use to waive your parking fee. Please take this validation/coupon with your ticket to the Parking Office, on Level 1 Lobby, before you leave to exit the garage for free. 

For current students and employees, garage entry and exit requires a parking permit (hang tag) which will open the gate arms automatically (similar to the E-Z Pass electronic toll system). 

For OLLI students, either purchase a parking permit (hang tag) or pay the public parking rates. 

Starting November, 1st, 2021, there will only be free parking for the first 29 minutes. After that, the rate will be $3 an hour (up to a maximum of $20 per day). 

There is a charge for overnight parking, except during snow bans. 

During snow bans, there is no charge to the public for vehicles entering after 5:00 p.m. and exiting before 8:00 a.m. the following morning. If vehicles are not removed by 8:00 a.m., charges will begin accruing.

Please note: The Parking Garage is closed on weekends, federal holidays, and when USM is closed.

Update: You cannot pay at exit at this time. 

You will take a ticket (touch the screen in the blue highlighted box) upon entry to the Garage. Before your vehicle can exit the Garage, you must pay for your ticket before leaving. 

Credit cards (Discover, MasterCard, and Visa) are accepted at Pay-On-Foot Stations located on the 1st and 2nd floors of Abromson Community Education Center near the bathrooms and the Ground Level next to the blue door of the Parking Garage facing Glickman Family Library. 

Cash in bill format, check, or credit cards (Discover, MasterCard, and Visa) are accepted at the Parking Office in the Parking Garage Lobby on Level One.

  • The Garage is open from 7:00 a.m. to 11:00 p.m., Monday through Friday.
    • There is no charge for those with a valid and current parking permit.
    • There is no charge for the first 29 mintues.
    • There is a charge for overnight parking, except during snow bans, for those without a current and valid parking permit. 
  • During snow bans, there is no charge to the public for vehicles entering after 5:00 p.m. and exiting before 8:00 a.m. the next morning. If vehicles are not removed by 8:00 a.m., charges will begin accruing.

  • The parking garage entrance closes around 10:30 p.m.  
  • The parking garage exit closes at 11:00 p.m.  
    • There is a charge for overnight parking, except during snow bans, if you do not have a valid parking permit.
  • The parking garage is closed on weekends, federal holidays, and during school closures, delays, and cancellations.

Access to your vehicle when the Garage is closed:

  • You will need to contact USM Public Safety at 207-780-5211. 
    • You may have to wait until the Officer on Duty is available to let you in and out with your vehicle. 
  • You may be charged $25 for the after hours fee. This fee will be collected in cash or check only to the Officer on Duty. 

University students, faculty, and staff can park overnight (short-term) on the ground level of the parking garage and must also display a valid USM parking permit.

Park on Ground Level of the Parking Garage, away from any openings to the outside, with a valid parking permit on display. If those areas are full, you may go up to the next level, again away from any openings.

Please note: The parking garage is closed on the weekends, and your vehicle will be locked in. After-hours requests to open the parking garage will incur a $25.00 fee.

 Access to your vehicle when the Garage is closed:

  • You will need to contact USM Public Safety at 207-780-5211. 
    • You may have to wait until the Officer on Duty is available to let you in and out with your vehicle. 
  • You may be charged $25 for the after hours fee. This fee will be collected in cash or check only to the Officer on Duty.  

Portland: Park in the Parking Garage. Take a ticket (touch the screen in the blue highlighted box) when you enter. You may stop by the Parking Services Office in Portland to receive a print out QR code for Garage parking to leave.

Gorham: In Gorham, you must have your parking pemit to park. You may park in the Parking Garage in Portland and take the Husky Line to Gorham and back. 

Reminder: Failure to display a vaild parking permit will result in a parking citation of $25. 

Yes, on the Portland Campus at the entrance of the Parking Garage on the outside wall. The entrance is off Surrenden Street from Bedford Street. Please notice the new layout to enter and exit per the Garage Reconfiguation, above. 

This station can be used by our students, employees, and visitors to University of Southern Maine campus.

The charger is a Level 2, 4 amp, 240 volt, with a 25 foot long cord and has a universal charge connector that works with most electric vehicles. If the universal charger does not work with your vehicle, check with your vehicle’s manufacturer, who may have a universal charger adapter you can buy to use with our chargers.

You do not need a Plug Share account for using it, but you do need to follow University of Southern Maine’s rules and guidelines along with the following.

  • There is a 2 hour charging limit at a time. You cannot be plugged in all day! Even on weekends.
  • You must unplug after the 2 hours to allow the next person to use the charging station.
  • Please plug in the next person in line, who has their port open, after you have unplugged.
  • After the next person in line has their 2 hours and if no one is next, you can plug in again for another 2 hours. Again, be aware of your charging time limits.
    • If you have a newer vehicle that locks the charger into the port and no one can unplug you then you must be aware of your charging times at all times.
  • If you do not want to follow the rules outlined by Parking Services, then do not use it!
  • If you harass anyone who unplugs you after waiting for your 2 hour limit to be up, you will be reported to the police. You will receive a letter from us, as well, informing you of the fact you are not allowed to use this Charger again. Harassment (Including any destruction) in any form will not be tolerated.
  • If you do not unplug after the 2 hour limit or if you stay plugged in long after the 2 hours or harass anyone, your vehicle will be reported to us and placed on our No-park List and subject to being towed at your expense!

The Inside EV Charger the Parking Garage is not accessible at this time. 

When parking during a Snow Ban in the Parking Garage:

  • Do not park near any openings as this prevents the removal of snow and any storm debris that may be needed.
    • Vehicles parked on Level 4 of the Parking Garage during a ban may be fined and/or towed for obstructing snow removal.
  • Vehicles are to park on the Ground Level of the garage away from any openings.
    • If full, you may move up one level, again not near any openings. 
  • For USM students/employees: Hangtags are required and to be displayed correctly at all times.
  • For members of the community: There is no charge to the public for vehicles entering after 5:00 p.m. when the Garage is open and exiting before 8:00 a.m. the following morning or next business day that USM opens on. If vehicles are not removed by 8:00 a.m., parking fees will begin accruing. 

Please note:

The parking garage is closed on weekends and when USM is closed.

If the University closes due to weather conditions, the garage will also close; usually one hour after the University closes. All vehicles intending to park for the length of the ban must be in the garage when it closes, if the University is closed the following day the garage will also be closed. The Garage will reopen when the University reopens on the next business day.

Access to your vehicle when the Garage is closed:

  • You will need to contact USM Public Safety at 207-780-5211. 
    • You may have to wait until the Officer on Duty is available to let you in and out with your vehicle. 
  • You may be charged $25 for the after hours fee. This fee will be collected in cash or check only to the Officer on Duty.  

You must come to our office, Parking Garage Office, located on Level 1 Lobby of the Parking Garage, to pay the $25 lost ticket fee. Once paid, we will give you a ticket that will let you leave the Garage. 

For select events, staff will be available at the exit gates to help speed up the exiting process.

Please note: Delays exiting the garage are often due to the traffic lights at the corner of Bedford Street and Forest Avenue. Parking Services nor Public Safety have no control over these City of Portland's traffic lights. 

Yes. Reduced parking rates and weekend hours require department- or Cabinet-level approval. Negotiations must be arranged through the parking supervisor in advance for daytime or weekend events. Contact us for more information or to arrange special rates or hours.
