Rules & Regulations

In order to ensure the safety of the University of Southern Maine (USM) community and guests, it is necessary to establish guidelines, rules, and regulations for parking, motor vehicles, and pedestrians. Enforcement is necessary to maintain safety and fairness to all.

Parking lots on the Portland and Gorham campuses have colored signs at the entrances. The following guide will help you identify which lots you can legally park in based on the color of your parking permits.

  • Blue signs: Employees only.
  • Red signs: Commuter students and employees.
  • Green signs: All residential and commuter students and employees. 
  • Green Striped signs: All resident freshman, resident, commuter students, and employees.

University of Maine System Parking permits from any University of Maine System campus are permitted to park on any campus in accordance with these guidelines as long as they are not expired.

On the Portland campus, visitors and guests can use the parking garage located on Bedford Street.

Prospective students and their families do not need a parking permit for campus visits. On the Gorham campus, the Office of Admissions has parking available near the water tower, along Water Tower Road. On the Portland campus, the office or department you're visiting will give you a validation your parking garage ticket to waive your parking fees. Use the validation with your ticket at any Pay at Foot Stations or Parking Office.

Overnight guests, athletic event attendees, and other visitors to the Gorham and Portland campuses need a temporary, 24-hour parking permit, which does not guarantee an available parking space. You must get this temporary permit from Public Safety in Gorham or Parking Services in Portland. 

Parking on the Lewiston campus does not require a permit for visitors, students, faculty, or staff.

Parking permits from any University of Maine System campus are permitted to park on any campus in accordance with campus guidelines, as long as they are not expired.

Parking in spaces designated and clearly marked for persons with disabilities and requires the display of either a valid disability license plate or a properly displayed valid disability windshield placard.

Students and employees must have their valid parking permit on display at all times (placed in front of their disability placard) facing outward on their rearview mirror. Disability placard may be put on the dashboard as long as it can been seen. 

In Gorham: Students and Employees can leave their vehicles on the Gorham campus overnight or during University-designated vacation periods as long as they have a valid and current parking permit on display, color side facing outwards. 

  • Students and Employees, who live on campus, must park in their designated lots per their assigned parking permit color for overnight parking while on campus. Employees, please park in the Employee lot closest to the building you live in. 
    • For University-designated vacation periods or away for a period of time, park in Lot G-13 between the designated long-term parking signs. 
  • Students and Employees, who do not live on campus, must park in Lot G-13 between the designated long-term parking signs for University-designated vacation periods and overnight. 
  • If you think there may be a parking ban while away, please park in the Portland Parking Garage so you are not towed or make arrangements to park off campus elsewhere. 

In Portland: Students and Employees can keep their vehicles in the parking garage on the Portland campus on the Ground Level as long as they have a valid and current parking permit displayed.

  • Please keep in mind that the parking garage is only open from 7:00 a.m. – 11:00 p.m., Monday – Friday, closed on the weekends, federal holidays, and when USM is closed. 
  • Make sure you park away from any openings, so Facilities Management can clean up any debris or snow caused by a storm. 
  • If the Gound Level is full, you may go up to Level 1. 

In Lewiston: If someone needs to leave a vehicle on campus outside of normal building hours they should notify LAC facilities ahead of time by emailing them at lac@maine.edu or call them at 207-753-6536. 

Locations 

On the Portland Campus at the entrance of the Parking Garage on the outside wall. The entrance is behind Abromson Center closer to the Skywalk from Bedford Street. 

On the Gorham Campus at the entrance of Russell Hall on the outside wall overlooking the basketball courts in front of Upton-Hastings Hall.

These stations can be used by our students, employees, and visitors to University of Southern Maine campus.

Charger Information

These chargers are Level 2, 4 amp, 240 volt, with a 25 foot long cord and has a universal charge connector that works with most electric vehicles. If the universal charger does not work with your vehicle, check with your vehicle’s manufacturer, who may have a universal charger adapter you can buy to use with our chargers.

Charger Rules 

You do not need a Plug Share account for using it, but you do need to follow University of Southern Maine’s rules and guidelines along with the following. 

  • There is a 2 hour charging limit at a time. You cannot be plugged in all day! Even on the weekends. 
  • You must unplug after the 2 hours  and park else to allow another person use of the charging station.
  • If no one is using the charger after an hour, you can park and plug in for another 2 hours. Again, be aware of your charging times. 
    • If you have a newer vehicle that locks the charger into the port and no one can unplug you then you must be aware of your charging times at all times.
  • If you do not want to follow the rules outlined by Parking Services, then do not use it!
  • If you harass anyone who unplugs you after waiting for your 2 hour limit to be up, you will be reported to Public Safety and the local police. You will receive a letter from us, as well, informing you of the fact you are not allowed to use this Charger again. Harassment (Including any destruction) in any form will not be tolerated.
  • If you do not unplug after the 2 hour limit or if you stay plugged in long after the 2 hours or harass anyone, your vehicle will be reported to Parking Services and placed on our No-park List and subject to being towed at your expense! 

Do note: You do not have permission to use the Charging Station inside the ParkingGarage. This Charging Station and the parking spot in front of it is reserved for a Special Permit Holder. When not in use, you must see Parking Services Office for permission.   

Parking Services will make every effort to work with you, so when in doubt, please come see us!

To facilitate snow removal efforts, it is necessary for students and employees parking on campus during snowstorms and parking bans to move their vehicles to designated spots when required.

Information about impending parking bans is distributed via text and/or email through the USM Alert Emergency Warning System. Students and employees should expect that a current or recent snowstorm is indicative of an impending parking ban.

When parking during a Snow Ban in the Parking Garage on the Portland Campus:

  • Do not park near any openings as this prevents the removal of snow and any storm debris that may be needed.
    • Vehicles parked on Level 4 of the Parking Garage during a ban may be fined and/or towed for obstructing snow removal.
  • Vehicles are to park on the Ground Level of the garage away from any openings. If full, you may move up one level, again not near any openings. 
  • For USM students/employees: Hangtags are required and to be displayed correctly at all times.
  • For members of the community: There is no charge to the public for vehicles entering after 5:00 p.m. and exiting before 8:00 a.m. the following morning. If vehicles are not removed by 8:00 a.m., parking fees will begin accruing. 

A violation of these guidelines may result in any number of consequences, including a parking ticket fine, towing of a vehicle and responsibility of the owner/driver for payment of related storage fees, or suspension of campus parking privileges.

  • The first parking ticket of $25 received during the academic or calendar year is simply a warning, and no payment is required. Any ticket(s) afterwards must be paid. The following violations are ​the​ first-time warnings each academic year:
    • Unauthorized overnight parking: $25.00 fine
    • Obstructing traffic: $25.00 fine
    • Parking in a restricted area: $25.00 fine
      • Parking in a loading zone
      • Parking in a service vehicle zone
      • Parking in the wrong coded lot, spot, and/or parking on roadway
    • Failing to display a valid parking permit hang tag: $25.00 fine
  • The following violations do not receive a warning and the vehicle may also be towed:
    • Unauthorized disability parking (including hashmarks next to and adjacent to): $200.00 fine
    • Parking within 20 feet of a fire hydrant, fire lane, or emergency parking space: $50.00 fine
    • Driving or parking on sidewalks: $50.00 fine
    • Hindering snow removal operations: $50.00 fine

Access to your vehicle when the Garage is closed:

  • You will need to contact USM Public Safety at 207-780-5211. 
    • You may have to wait until the Officer on Duty is available to let you in and out with your vehicle. 
  • You may be charged $25 for the after hours fee. This fee will be collected in cash or check only to the Officer on Duty. Checks may be made to USM or Univieristy of Southern Maine. 

Payment: To pay for these fines in person, you may go to the Parking Services Office located in the Parking Garage on Level 1 lobby in Portland, or online at the USM Parking Portal. As of 8/26/2020, you can not pay for your citations at Public Stafey in Gorham.

Parking Services Office accepts cash in bills only, check, and credit cards of Visa, Mastercard, and Discover. 

If a vehicle is towed, the cost and risk of the tow is the responsibility of the vehicle owner or parking permit hangtag registrant. The towed vehicle will not be released until all fines are paid in full, or partial payment and payment agreement for remaining fees have been established. If you suspect that your vehicle has been towed, contact Public Safety at (207) 780-5211.

A motor vehicle may be towed and stored at the owner's expense in the following situations:  

    • Vehicles parked on campus during 30-day permit suspension.
    • A total of $100 or more in fines have accumulated for the student/faculty/staff member affiliated with vehicle(s).
    • Parking within twenty feet of a fire hydrant, fire lane, or emergency parking space or in a manner that impedes fire-fighting or rescue efforts.
    • Displaying invalid registration plates or the abandonment of a vehicle.
    • Hindering snow removal operations.
    • Unauthorized parking during University designated vacation periods, snowstorms, and parking bans.

    Pedestrians should use crosswalks and sidewalks for their own safety. Pedestrians are prohibited from walking into traffic and/or obstructing traffic.

    • This includes walking into or out of the Parking Garage vehicle entrances and exits.   

    Public Safety offers on-campus safety escort services at any hour. To use this service please contact Public Safety at (207) 780-5211. A uniformed Public Safety officer driving a marked vehicle will pick you up at your present location and bring you to a different on-campus location such as your residence hall or to your vehicle.

    • For safety reasons, vehicles must be parked at least twenty feet away from fire hydrants. Parking in fire lanes is prohibited.
    • Personal motor vehicles are not permitted to operate or to be parked on walkways or the grass/lawns unless otherwise indicated through signage by USM Public Safety or Parking Services. Maintenance, service, and emergency vehicles are allowed to operate on walkways for emergencies or operational needs.
    • It is important that operators of motor vehicles travel at careful and prudent speeds, having due regard for vehicular and pedestrian traffic, surface and width of ways and other conditions as applicable. The speed limit on property owned or under the control of USM is posted 15 miles per hour, with the exception of the speed limit in the USM parking garage, which is posted 5 miles per hour. Speed limits are enforced on property owned or under the control of USM by the USM Public Safety Department.
    • Unnecessary idling of vehicles is discouraged.
    • USM assumes no responsibility for damage to, theft from, or theft of, any vehicle parked on property owned or under the control of USM.
    • In compliance with Maine State Department of Environmental Protection Regulations, mechanical repairs to all vehicles, with the exception of changing a flat tire or jump-starting a dead battery, are prohibited on campus. Vehicles requiring other mechanical repairs must be driven or towed to an off-campus service facility. Changing or draining any vehicle fluids is prohibited on University property. All University vehicles must be serviced in locations designated for that purpose. The washing of motor vehicles is prohibited on campus, and vehicles must be washed at locations dedicated for that purpose.
