Senate Proposal Steps:
Step 1: Find a sponsoring Senator to make sure everything is filled out correctly. The sponsoring senator is responsible for keeping in touch with you about the proposal.
Step 2: Submit your proposal to the Treasurer of the SGA.
Step 3: Finance Committee will review the proposal, making sure it is in line with Senate Policies, and that the Senate has sufficient funds to cover the amount requested. Finance will then recommend (this moves the proposal to the floor of the Senate) or fail to recommend (which essentially kills the proposal). Proposals can be recommended with certain conditions attached as well. Even if the Finance Committee recommends passage of a proposal, it may not be for the full amount stated on the proposal form.
Step 4: If your proposal passed step 3, it will be taken in front of the full Senate.
Step 5: If the Senate approves your proposal, the Treasurer will provide proof of its passing to the business office. When this occurs, people with successful proposals can start filling out purchase orders.
Step 6: Once purchase orders are completed, you can use the money. Make sure no money is spent until you have filled out the appropriate POs, as you will not be reimbursed for any purchases made prior to having filled one out.
This is a list updated after every meeting and show the current status of every proposal received by the Office of the Treasurer and the Finance Committee.
#48-20-11: Students Without Borders Proposal. To be reviewed by Finance at next regularly scheduled meeting. Super Tuesday has caused Finance to be cancelled on 3/2/2020. Finance may meet to discuss budgeting on 3/4/2020.
#48-20-10: HSO Proposal to purchase school supplies for students in Belize as part of a HSO trip.Passed Finance 2/24/2020. To be reviewed by Senate on 2/28/2020. Passed Senate on 2/28/2020.
#48-20-09: Kappa Delta Phi NAS National Convention. Passed Finance 2/24/2020. To be reviewed by Senate on 2/28/2020.Passed on 2/28/2020 by the Student Senate.
#48-20-08: 20th USM Majestic Drag Show. Passed Finance 2/24/2020. To be reviewed by Senate on 2/28/2020. Passed on 2/28/2020 by the Student Senate.

#48-20-05: Election Commission requested an additional $2,500 dollars for Student Government election events. Passed Finance on 2/11/2020. Passed Senate on 2/14/2020.
#48-20-04: ACDA, CNAFME, SNATS. Tour to Rochester to participate in the Eastern ACDA conference, as well as performing for schools along the way. Passed Finance on 2/11/2020. Passed Senate on 2/14/2020.
#48-20-04: USM Chemistry Club Proposal. WITHDRAWN.
#48-20-03: Husky Day of Service Proposal. Passed by Finance Committee on 2/11/2020. Passed by Senate on 2/14/2020.
#48-20-02: Proposal to send AMA officers to conference. (Proposal exceeded $250 per-student limit, though they request exemption under the “GCAB” practice. GCAB as a board relies heavily on sending its officers to NACA. It is a critical event for their organization, and greatly benefits countless students on the Gorham Campus. The same concept could apply to this proposal if ⅔ of the Senate concur.) To be reviewed by Finance Committee on 2/14/2020. Passed Finance on 2/11/2020. 2 week notice 2/14/2020, Senate vote on 2/28/2020.
#48-20-01: Free Printing for USM Students (50 Pages for Spring Semester). Was submitted to the Chair, failed to deliver to Treasurer. Treasurer informally consulted with Finance Committee members prior to the meeting, all supported the proposal. The Treasurer gave the proposal endorsement. The proposal was brought before the full Senate on 1/31/2020. The Senate passed the proposal unanimously on 1/31/2020.
#48-19-12: Free Printing for USM Students During Finals Week. To be reviewed by Finance Committee on 12/02/19. Passed by Finance on Monday, December 04, 2019. Passed by Senate on 12/06/19.
#48-19-11: OAB Request (Additional Funding FY20). OAB requests additional funds to improve activities, and to hold additional outdoor activities. Passed unanimously by the Finance Committee on 10/28/19. Passed Senate on 11/08/19.
#48-19-10: Finance Committee Free Press Allocation Recommendation. Finance Committee recommends the additional allocation of $16,000 to the Free Press. Passed unanimously by Finance Committee on 10/28/19. To be reviewed by Full Senate on 11/08/19. Passed Senate on 11/08/19.
#48-19-9: Finance Committee Audit and Investigation Fund. Finance Committee requests $500 from unallocated to fund the initial inquiry of an ongoing investigation. Passed Finance Committee unanimously on 10/28/19. Passed Senate on 11/08/19.
#48-19-8: Trip to National Conference for Student Veterans. A request for funds to help a student attend a conference for student veterans. Passed Finance Committee 10/21/19 (Unanimous). To be reviewed by Senate Executive Board 10/25/19 (under $500). Executive Board did not meet. The proposal was reviewed by the full Senate and passed on 10/25/19.
#48-19-7 To purchase candy, treat for a presidential meet n greet. Reviewed by Finance on 10/10/19. Passed by Finance 10/10/19 (2-1-0). Passed by Executive Board (under $500) on 10/11/19.
#48-19-6: Clothing racks and possibly purchasing professional clothing for our professional clothing drive. Reviewed by Finance on 10/10/19. Passed by Finance 10/10/19 (2-0-0). Passed by Executive Board (under $500) on 10/11/19.
#48-19-5: GCAB Proposal For Executive Board Trip To NACA. Will be presented to Finance at the next regularly scheduled meeting on 9/30/19. Finance reviewed proposal on 10/7/19, referred to Senate to see if it could gain ⅔ exemption to $250 per-student limit. Senate on 10/11/19 voted to suspend the portion of the bylaws in question (for the vote),allowing GCAB's proposal to be approved later in the 10/11/19 meeting.
#48-19-4: Revised Budget for FY20. Revised budget adds $13,000 to BO leased employee expenses, an additional $1,000 for printing, and $5,000 request from BOT Rep. to match system contribution for SGA conference, and $150 addition to cover insurance by BO - Student Senate Admin account. Passed Finance Committee on 9/23/19, 2-0-0. Approved by Senate on 9/27/19.
#48-19-3: Proposal For New Ping Pong Equipment. This proposal was for $2,000 towards new ping pong equipment for the Gorham and Portland campuses. Original proposal form was locked in flooded campus center. Attached is summarized replacement form. The full handwritten version will be scanned and attached when available. Reviewed by Finance Committee on 9/23/19, passed 1-0-1 (a member of the Finance Committee who is a ping pong enthusiast abstained from voting, as he may use the equipment). Brought to the Senate 9/27/19, passed by Senate (exact vote count will be available when minutes are finalized) on 9/27/19. (Treasurer and introducing Senator abstained due to being ping pong enthusiasts)
#48-19-2: All Greek Council Annual All Greek Formal. The All Greek Formal is a dance attended by fraternity and sorority members. Reviewed by Finance Committee 9/23/19, passed conditionally ($500 transportation line dropped, and Greek and Non-Greek students must have equal admission costs) 2-0-0. Brought to the Senate on 9/27/19, passed on Finance Committee conditions, (exact vote count pending with finalized minutes) on 9/27/19.
#48-19-1: Student Body President Proposal for additional funding towards the textbook on reserve program. Recommended by the Treasurer (chair had failed duty to form committees) on 9/12/19. Constitutionality confirmed. Passed by Senate on 9/13/19.
#19-16: Phi Mu Delta Nu XI, learning Institute put on by national fraternity. Passed Finance in Emergency Meeting on 4/26/19. Passed Senate on 4/26/19.
#19-15: Commuter Student Association, Additional Funds For Stress Free Week. Proposal passed Finance in Emergency Meeting on 4/26/19. Passed Senate on 4/26/19.
#19-14: PeaceJam Bus Proposal. This proposal would give the USM SGA a bus that could be used by PeaceJam and other organizations. Passed by Finance in Emergency Meeting 4/26/19, Passed Senate on 4/26/19.
#19-13: End of semester get together for Military Explorers before long break. Proposal to be reviewed by Finance Committee on 4/10/19. Passed by Finance on 4/10/19. To be reviewed by full Senate on 4/12/19. Passed by Senate on 4/12/19.
#19-12: Husky Veterans Toast on the Coast. This is a networking event put on by a non-profit veterans group, with ticket prices going to help vets. Proposal to be reviewed by Finance Committee on 4/10/19. Passed by Finance (conditionally) on 4/10/19. To be reviewed by full Senate on 4/12/19. Passed by Senate on 4/12/19.
#19-11: ROCC/SKY campus happiness program. PROPOSAL INVALID (REQUESTS MORE THAN 250 PER STUDENT). Sent back to person who submitted. If returned with $250 per-student or less, can be reviewed by Finance on 4/10/19. Clarified that request is asking for no more than $250 per-student, as it is the maximum amount. Proposal to be reviewed by finance on 4/10/19. Proposal rejected 3/10/19.
#19-10 Leadership Development Board Proposal (Additional Funding for Gala May 3, 2019.) A more in depth spending breakdown can be found here. To be brought before finance committee 3/27/19. Passed Finance on 3/27/19 (3/0/0). Reviewed by full Senate on 3/29/19. Motion passed unanimously.
#19-08: GCAB & SEA have requested more funds from Senate for the planned spring concert. They are collaborating on the planning process and this is a continuation of the event proposed in proposal #19-03. As it is a collaboration between the two groups (one of which is only a tier one BSO group (SEA) and a full SGA Entity (GCAB) Finance Committee has determined that it is wiser to allot additional funding for this event to GCAB, as it is commonly in direct communication with the Senate, and has a more established financial structure. The additional funding requested during negotiations over proposal #19-08 (if passed at a dollar value adjusted to $7,500) will bring the total Senate contribution to the joint SEA/GCAB event to $17,500. This was reviewed by Finance on 3/13/19, with additional information on expenses being provided by the GCAB advisor. The addition of $7,500 was passed by Finance on 3/13/19 (2-0-0). Passed Senate 3/15/19.

#19-05: (Somali Students Association Proposal) Up for review by Finance Committee on 2/27/19. Reviewed by finance on 2/27/19. Tabled until SSA constitution passes, and they can request half of requested funds from BSO special projects. PROPOSAL WITHDRAWN.
#19-04: (Alpha Xi Delta Proposal) Up for review by Finance Committee on 2/27/19. Passed Finance 2/27/19, 3/0/0, brought to Senate 3/1/19. Passed on 3/1/19.
#19-03: (GCAB Proposal for Spring Concert) Currently being reviewed by Finance Committee, and has been tabled, awaiting further further discussion on 2/27/19. Discussed by Senate Finance on 2/27/19, Recommended on the condition of Senate having to approve final plans for concert, and have input on planning process. Amount offered by Senate $10,000, Passed 2/1/0, brought to Senate at 3/1/19. Passed on 3/1/19.
