Zachariah Croll, MPH, is a health services researcher whose work focuses on applied measurement, data management, and quality reporting in support of Medicaid, rural health, and population health policy. His experience spans survey-based data, claims-based quality measures, and rural health research, with an emphasis on accuracy, documentation, and consistency in reporting to ensure data are reliable, interpretable, and fit for policy and program decision-making.

In his current work, he leads and is accountable for Maine’s Behavioral Risk Factor Surveillance System (BRFSS) multi-year dataset and data dictionary on behalf of Maine DHHS, supporting consistent use and comparability across survey years. He also contributes to Medicaid claims-based quality measurement through the Catherine Cutler Institute Measures Team and collaborates with the Medicare Rural Hospital Flexibility Program on studies examining Critical Access Hospital performance, community roles, and access to essential services in rural areas. Across these efforts, his work has included end-to-end ownership of grant-funded data and survey products, from analytic execution through reporting and compliance. He brings more than fifteen years of experience in applied research, data management, and policy-focused evaluation.
