Elisa Koehnlein is a Policy Analyst I at the Catherine Cutler Institute at the University of Southern Maine. She is currently working on the Violence Against Women Act Measuring Effectiveness Initiative (VAWA MEI) project, funded by the Office on Violence Against Women (OVW). In her role on the VAWA MEI team, Elisa coordinates the development and production of the Biennial Reports to Congress and contributes to other deliverables. She also cleans and analyzes data and provides training and technical assistance to OVW grantees.

Elisa’s background is in Political Science and prior to joining the VAWA MEI team, she completed double Master’s degrees at the University of Konstanz in Germany and Rutgers University in the U.S. with a focus on gender equality, women’s rights and political representation, and political conflict.
