Kelley joined the Catherine Cutler Institute in February 2023, bringing more than a decade of frontline and leadership experience in child welfare. Prior to her arrival, she spent 12 years with the Department of Health and Human Services—six years as a Child Protective Caseworker and the remainder as a supervisor—gaining expertise in supporting families, mentoring staff, and understanding the complexities of the child welfare system.


At the Catherine Cutler Institute, Kelley began as a facilitator for Foundations training for new caseworkers. She now serves as the Training Lead for Foundations, where she focuses on building the skills, confidence, and resilience of frontline staff. Her work is driven by a core belief that families deserve comprehensive, compassionate support—and that well-prepared caseworkers are essential to making that possible.

She earned her bachelor’s degree in Mental Health and Human Services from the University of Maine at Augusta in 2011. Kelley’s commitment to child welfare began long before her professional career; her experiences as a foster and adoptive parent inspired her to pursue this work and continue to shape her passion for strengthening services for children and families.
