Tamara Blair Kirk is the Director of the Research Service Center and the University of Southern Maine’s Authorized Institutional Representative. In this capacity, Director Blair has the authority to submit applications and proposals; negotiate, execute, and otherwise obligate the University on the resulting grants, cooperative agreements, or contracts for sponsored projects; and serve as fiduciary for USM on all grant-related matters. She is also responsible for signing all grant-funded sub-awards, subcontracts in excess of $10,000, Data Use Agreements (DUA), and Business Associate Agreements (BAA). Ms. Blair is responsible for oversight of all Pre and Post Award service delivery at USM, including grant management systems, proposal development, grant accounting, invoicing/accounts receivable, grant compliance, and audit. In her dual role, she is also responsible for oversight of the Catherine Cutler Institute’s Finance and Administration resources, including Technology, PCard/TCard, Subcontracting, HR, and Payroll.
