Announcements:

7/01/2021 Update:  Student permits for the 2021-2022 academic year will not be issued until after mid-August.

  • If you make a request before this time, your request will not accepted and if you mail your application and payment in, we will sent it back to you.

6/11/2021 Update: Notice to Students, if you have a valid and current parking permit (hang tag) that expires on August 31, 2021, keep your permit and come to the Parking Services Office in Portland in mid-August 2021 to update your parking permit with the new sticker. The fee will be posted once it has been approved by USM Administration.  

05/17/2021 Update: the 2021-2022 academic year fees may change. Once we know, we will update the information. 

 4/2/2021 Update: Beware with the ongoing construction of the Portland Campus Development Project, parking on the Portland Campus for anyone will be limited. Do make the necessary time adjustments in locating a parking spot as not to be late for your class or appointment. More information coming as the construction developments through Portland Campus Development Project

 

Updated Lobby Rules:

1)  Bring your own pen with you when you come see us! 

⇒ Be prepared to fillout applications and forms elsewhere on campus or in your vehicle. There are tables on 1st and 2nd Floors of Abromson Center. 

2) Only 1 person at the window at a time and standing in the Lobby, you must have Photo ID and payment with the Permit Application completely filled out. 

3) If someone is at the window, you must wait outside in the wait line or come back another time, you cannot wait in the Lobby, this will block people from entering and exiting and/or use of the elevator.

 

Reminder:

You must have a valid and current parking permit displayed with color side facing outward hanging from your rear-view mirror when parked on campus, this includes being parked in the Parking Garage. If you do not, you will receive a citation. 

Parking Information

Information on Parking on USM Campuses. 

Guideline on Parking: students and employees may park on either Portland or Gorham campus from 7:00 am to 11:00 pm in their assigned parking lots with a current and valid parking permit on display. Please see below for overnight parking.  

Portland and Gorham Campuses

All parked vehicles in University of Southern Maine (USM) parking lots on the Portland and Gorham campuses and the Parking Garage must display a valid and current USM parking permit, which comes in the form of a hang tag that must be hung from a vehicle's rear-view mirror, color side facing out. Keep in mind, a parking permit does not guarantee a place to park. 

Lewiston Campus

No parking permits are required. However, students, faculty, and staff who also visit the Portland and Gorham campuses will need a permit to park on either campus. 

 

⇒ Please see your specific section below for further information on your Parking Permit type.  

Overnight parking is considered parking one’s vehicle in any area listed below between the hours of 11 pm to 7 am the following day is considered to be overnight parking.

  • For an example, Tuesday at 11 pm to Wednesday 7 am.

 

In Gorham: Students and Employees can leave their vehicles on the Gorham campus overnight or during University-designated vacation periods as long as they have a valid and current parking permit on display, color side facing outwards. 

⇒ No overnight parking is permitted in blue Faculty/Staff signed or red Commuter Parking signed lots regardless if a valid and current hangtag is displayed.

  • However, live-on campus employees, please park in the Employee lot closest to the building you live in.

⇒ Overnight parking for upper class residential students, park in lots designated with a green Upper Class Resident Parking and a green and white striped First Year Resident Parking sign. This does not include University-designated vacation periods.

⇒ Overnight parking for first year residential students, park in lots designated with a green and white striped First Year Resident Parking signs only. This does not include University-designated vacation periods.

⇒ For overnight parking, non-residential students and employees must park in Lot G-13 between the designated long-term parking signs.

⇒ Any guests/visitors that are planning to park overnight on the Gorham Campus may do so in designated parking lot(s) or any of the G-13 Parking Lots with ​a valid temporary parking permit displayed.

  • Temporary parking permits can be obtained at Public Safety at 28 Husky Drive on the Gorham Campus open 24-hours a day, or Parking Services in Portland during their business hours. Public Safety or Parking Services may determine the designated parking lot(s).

⇒ For University-designated vacation periods, students and employees must park in Lot G-13 between the designated long-term parking signs.

  • If you think there may be a parking ban while away, please park in the Portland Parking Garage so you are not towed and/or ticketed or make arrangements to park off campus elsewhere. 

⇒ There is no overnight parking permitted at any clearly displayed sign that states “No Overnight Parking.”

 

In Portland: Overnight (short-term) parking is only permitted in the Parking Garage.

⇒ Students and Employees can keep their vehicles in the Parking Garage on the Portland campus on the Ground Level as long as they have a valid and current parking permit displayed with the exception of a Snow Ban (see Section 7. Snow Removal & Snow Ban Parking below).

  • Make sure you park away from any openings, so Facilities Management can clean up any debris or snow caused by a storm.
  • If the Ground Level is full, you may go up to Level 1.
  • For long-term parking, contact Parking Services for permission and location in garage if needed.
  • The parking garage is closed on the weekends, federal holidays, and during school closures, delays, and cancellations, and your vehicle will be locked in.
    • You will need to contact USM Public Safety at 207-780-5211.
      • You may have to wait until the Officer on Duty is available to let you in and out with your vehicle.
    • After-hours requests to open the parking garage may incur a $25.00 fee. This fee will be collected in cash or check (made out to University of Southern Maine or USM) only to the Officer on Duty.

⇒ There is no overnight parking permitted on any of the surface parking lots on the Portland Campus regardless if a valid and current hangtag is displayed. 

⇒ There is no overnight parking permitted at any clearly displayed sign that states “No Overnight Parking.”

 

In Lewiston: If someone needs to leave a vehicle on campus outside of normal building hours they should notify LAC facilities ahead of time by emailing them at lac@maine.edu or call them at 207-753-6536. 

To obtain a Parking Permit

Parking Permits are available at the following locations:

In person:

  • Portland Campus
    • As of 07/01/2021 - The office is open to walk-ins but we having the following rules in place.  

      1)  Bring your own pen with you when you come see us!

Online (07/01/2021 preferred way):

  • Permits can also be obtained online through the Parking Portal.
    • If the Parking Portal does not accept your maine.edu credentials or states your account does not exist in the database, then please see your section below for the form to fill out and send to us. 
  • This online site can be found under the USM Quick Links on the left side at the home page of mycampus.maine.edu.
  • You must have your browser (example: Google Chrome, Windows Edge, etc.) logged in or synced to your maine.edu account for the new COVID-19 guidelines and delivery options through the Parking Portal.
  • Before you logoff or close your web browser or browser tab make sure you fill out the Google Form on the page called Payment Receipt that is tailored to you, Student or Employee, which lets us know you brought a permit and where to mail it to.

Please note that the Parking Garage on Portland's Campus is available for students, employees, and visitors. 

Plate class is what your type of plate you have on your vehicle. 

Maine has many different plates in circulation.

Maine's Agriculture Specialty Plate

This plate is a way for people to promote and/or support the education of Maine's Agriculture.

Are you driving a vehicle registered in a different State than Maine?

Unfortunately, if your State offers different type of plates like Maine, this information can not be added to your vehicle's record with us, as the Plate Class field is arranged to Maine's Plate Class types only. 

~ As such, for all Out-of-State (non-Maine) plates, use PC as your plate class. 

Visitor Parking

Vistor Parking is considered short-term parking, which may include, staying overnight on the Gorham campus, attending an athletic event on the Gorham campus, visiting an office, college, school, or department on the Portland or Gorham campus, or visiting the Maine School of Law on the Portland campus. 

For prospective students and their families, there is no cost for parking at USM. In Portland, the Parking Garage ticket will be validated by the office or department you are visiting. In Gorham, the Office of Admissions has free guest parking available on the Water Tower Road, near the water tower. 

All other visitors must obtain a temporary parking permit for short-term parking.

  • Term: Valid for 24 hours (unless otherwise noted by Parking Services)
  • Information: Information is needed in person at Parking Services Office in Portland campus or the Public Safety Office on the Gorham campus (you will need to know the license plate number of your vehicle) 

  

Student Permits & Information

All students are required to display a valid parking permit with color side facing outward on rearveiw mirror in vehicles parked on the Portland and Gorham Campuses, including the Parking Garage.

  • Online: We do perfer you to order your permit online, if possible. 
  • Form: (You will need to know the make, model, year, license plate number, plate class, and color of all your vehicles)

For any in-person student that comes to our office, once you have handed in your filled out application and payment to us if needed, we will enter the information into our parking software system, then you will receive your parking permit.  Please note this process takes up to five mintues. 

Otherwise the following applies ... 

- For students living off campus, we will mail your permit via USPS. 

  • If using the Parking Portal, do not forget to fill out the Students Google Form found on the last page called Payment Receipt.
    • This will let us know a permit is sold and where to sent it. Without filling this out, there will be a delay in receiving your parking permit.  
  • If you filled out one of the above forms, make sure you have your current mailing address on the form. 

 - For students living on campus, we will mail your permit via USM Mail Services

  • If using the Parking Portal, do not forget to fill out the Students Google Form found on the last page called Payment Receipt.
    • This will let us know a permit is sold and where to sent it. Without filling this out, there will be a delay in receiving your parking permit.  
  • If you filled out one of the above forms, make sure you have your current Dorm address on the form. 
  • Do check with Mail Services for further information.

Transportation Fee is assessed to students registered for courses being held on the Portland and/or Gorham campuses. This funds all parking and other transportation related projects, as well as busing between campuses. When charged, access to a parking permit (hang tag) is included. 

In response to COVID-19 and the current mix of course modalities (procedures) for the 2020 - 2021 academic year, the Transportation Fee has been modified and the Parking Permit Fee was created. 

Transportation Fee for Portland and Gorham Campuses 

  • Students taking face-to-face (meets in-person every class) courses will be charged the Transportation Fee depending upon credit course load.
    • This includes any labs the student needs to take. 
  • This fee is located on the Student Bill with an assigned price.
    • You will see the Transportation Fee listed with a price (typically $55, $83, or $110). 
    • Make sure your Transportation Fee has not be refunded, look for a - (negative sign) with $ amount, if the full amount was refunded, then you will need to pay the $25. 
  • Those with a Transportation Fee will not be charged additionally for the Parking Permit Fee.

Parking Permit Fee for Portland and Gorham Campuses 

  • Students taking only Blended (does not meet in-person every class) or On-line courses will not be charged a Transportation Fee.
    • You may see the words Transportation Fee on the Student's Bill without an assigned price.
    • This fee may have been refunded to you; look for a - (negative sign) and your Transportation Fee.
  • However, a parking permit will be required if a student parks on either the Portland or Gorham campus.
    • This includes Resident Students; students living on campus.
  • The cost of this permit is $25. 
    • This includes On-line and LAC Students who need to come to either campus.
  • This fee cannot be charged to the student’s account and must be paid to Parking Services directly.
    • There will be a delay in receiving parking permit itself if permit is charged to student's account via the Parking Portal.

You will need to refer to your Student Bill in regards to the Transportation Fee being posted or not on your account before proceeding with the Parking Portal or filling out the paper forms, this includes the fee being refunded to you [look for a - (negative sign) and your Transportation Fee].

If you do not, there will be a delay in receiving your parking permit, as we check when you use the Transportation Fee option for payment method. 

  • Location of your Student Bill online that you need to look for is found by logging in to your MaineStreet, selecting Student Self-Service, then choosing Student Center. In your Student Center, look to the left of your screen for the Finances section. Select the Account Activity link, this is where you will check to see if you were charged a Transportation Fee and/or refunded the Transportation Fee. In some situations, there is a Transportation Fee without an assigned price, this means you will have to pay the Parking Permit Fee to Parking Services.

Osher Lifelong Learning Institute Permits & Information

Osher Lifelong Learning Institute (OLLI), working along side with Parking Services, is happy to offer our OLLI students a parking permit. 

For further information beyond parking, please go to OLLI's website

You will need to mail your application to or drop it off at the Osher Lifelong Learning Institute, located on the 2nd floor in Wishcamper Center in room 210 on the Portland Campus.

Do not mail or go to Parking Services, this will cause a delay in receiving your permit. Parking Services processes permits' applications and enforces USM parking's rules and regulations.

If you are a Retiree from USM, you will not need to buy this permit. Please see below to Retiree Permit for more information. 

Employee Permits & Information

All faculty and staff are required to display a valid parking permit with color side facing outward on rearveiw mirror in vehicles parked on the Portland and Gorham Campuses, including the Parking Garage.

Update: 7/20/2021

If you are coming back to Campus, do not forget to get 2021 year's parking permit, before you get here. Your 2020 parking permit is no longer valid or current as it expired in December 31, 2020, and you may be subject to a citation. 

→ Special Notice: this permit is not for Graduate Assistants or Work-study Students. You must fill out a Student application. 

Permits will be available starting on December 1st for the new year.  

  • Fee: $25
  • Term: Valid for a calendar year (Jan. 1 – Dec. 31), must reapply each year and will not be pro-rated.
  • Form: (you will need to know the make, model, year, license plate number, plate class, and color of all your vehicles)

 We can accept your Application Form with payment by intercampus mail from USM Mailing Services. 

For Employees ... we will mail your permit via USPS or USM Mail Services. 

  • If using the Parking Portal, do not forget to fill out the Employees Google Form found on the last page called Payment Receipt. 
    • This will let us know a permit is sold and where to sent it. Without filling this out, there will be a delay in receiving your parking permit.  
  • If you filled out one of the above forms, make sure you have your current mailing address on the form. If you like it mailed to your Office, please make a note on the application. 

Note for current USM employees: If you have taken or taking a course or courses, our Parking software will convert you to a student. If you are on the Parking Portal and see yourself as a student, please email us at usmparkingservices@maine.edu with your ID number and let us know if you are a full-time or part-time employee. We will manually change you back to employee so you can buy your correct permit online. 

For our newly hired employees, first ... Welcome!

Second, please fill out the form below and either mail it in to us, email us it, or come in person to the Parking Services office on Portland's Campus

You may pay over the phone to us at 207-780-4718, or fill out payment form included in the PDF or come to the Portland office.

Gorham's Public Safety at 28 Husky Drive will accept new hires application and payment, you must have the application completed with form of payment before arriving. 

Employee Permit Application Form  

Retirees of University of Southern Maine may apply for a parking permit each year. These permits will be the blue Employee hangtag.

Please fill out this application  and either mail it in to us, email us it, or come in person to the Parking Services office on Portland's Campus.

Retirees with a valid parking permit are allowed to park in the Garage and any surface lots on USM Campuses.

There is no charge for our retirees.

University of Maine System (UMS) & Other UMS Campuses

Employee parking permits from any UMS campus are permitted to park on any USM campus in accordance with these campus guidelines, as long as the permit is valid and current, and has not expired. 

University of Maine System (UMS) & Other UMS Campuses' Employees are allowed to park in any employee surface lot on each Campus and the Parking Garage on the Portland Campus. 

To park in the USM Parking Garage for free, you must bring the ticket that you took to enter the garage and your UMS ID or UMS Parking Permit to the Parking Garage Office to be validated.
